My highly uneducated guess is that it took too long for Tvheadend to reply with "I'm busy" so it started a second stream before it was stopped on the frontend side. MySQL on my Ubuntu server went crazy and took up 160% of the CPU due to this years leap second and all of the sudden I got access to the second tuner using two separate frontends. NOTE to devs (if you read this) the tuner will give Tvheadend a second stream if the status reporting is bypassed.
